{"id":338,"date":"2019-06-28T00:47:47","date_gmt":"2019-06-28T00:47:47","guid":{"rendered":"http:\/\/www.dcfeedback.com\/archives\/?p=338"},"modified":"2019-06-28T05:46:07","modified_gmt":"2019-06-28T05:46:07","slug":"william-jordan-analysis-cm-evans-gentrification-the-unmasking-of-dcs-slush-fund-economy","status":"publish","type":"post","link":"http:\/\/www.dcfeedback.com\/archives\/338\/","title":{"rendered":"William Jordan Analysis: CM Evans, Gentrification &amp; the UnMasking of DC&#8217;s Slush Fund Economy"},"content":{"rendered":"<p>This was originally posted to the Adams Morgan Listserve on Jun 23, 2019, as message #51510, <a href=\"https:\/\/groups.yahoo.com\/neo\/groups\/AdamsMorgan\/conversations\/messages\/51510\">groups.yahoo.com\/neo\/groups\/AdamsMorgan\/conversations\/messages\/51510<\/a><br \/>\n First a reminder.\u00a0 From a public policy perspective, DC&#8217;s system of gentrification is structured to take the promised investments(disinvestment) in the future of Black children and families (and cohorts of color) and restructuring them to invest in the gentrification of neighborhoods instead.\u00a0 Gentrification, so goes the theory, will multiply these investments which will lead to later re-invested (trick-down) in those children and families.\u00a0 \u00a0However, today we know under our Slush Fund Economy that\u00a0 re-investment is captured in special funds and other mechanisms and re-invested instead in expanding our system gentrification, Genny Crow.\u00a0\u00a0 The Line Hotel deal and CM Evan&#8217;s escapades at WMATA exposes the fundamental fallacy of our system of gentrification, but also the scale of its corrupt nature.\u00a0 The evidence is showing CM Evans is not some rouge player, but one of the principal architects of a corrupt system\u00a0 which has deep pockets of support in\u00a0 our government and society.\u00a0 \u00a0So much so, that until this past week we were in the midst of a cover-up backed by a denial bordering on mental illness.\u00a0 This is one I the reasons I believed the Council punted the repeal of the Line Hotel tax abatement another year. The crumbing of the cover-up this week is almost divine intervention.\u00a0 Our City Council is going to take up a set of amendments to the City Comprehensive Plan which will attempt to normalize unchecked gentrification and its underlying Slush Fund Economy and so-called trickle-down into the Comprehensive Plan.\u00a0 \u00a0Unmasked, we now know that hour city as not being driven so much by the demand of luxury housing, but the demand for &#8220;slush&#8221;.\u00a0 \u00a0CM Evans created NSE Consulting, LLC to deservently slurp a little of that slush, beats stuffing cash in a cup or sealed envelope.\u00a0 \u00a0Facilitating 36,000 new units will created a lot slush to slurp. Now a little bit more unmasking. WMATA&#8217;s CM Jack Evans Ethics Memo and WMATA&#8217;s 2012 Ethics Report on Former CM Jim Graham should be required reading for all residents, Activist,\u00a0 ANC Commissioners, Council Members and other officials.\u00a0 With the release of the Evan&#8217;s Memo, we can get an even better understanding of DC&#8217;s system of gentrification and the Slush Fund Economy it feeds. The\u00a0 WMATA Evan&#8217;s Memo did not reveal much additional information about themachinations of CM Evans.\u00a0 However, it did provide critical even mind blowing information about his accomplices and co-conspirators.\u00a0 \u00a0\u00a0 Nelson Mullins Attorney Rob Hawkins who developed CM Evan&#8217;s now infamous 2018 Business Plan, was the former director of the Committee on Government Operations for then CM Bowser, and\u00a0 played a key role in helping to craft DC&#8217;s landmark, comprehensive ethics reform legislation.\u00a0 \u00a0Almost sounds like the plot of a Netflix movie. Further, in 2013 and\u00a0 2014, Mr. Hawkins was director of the Council&#8217;s Committee on Economic Development which was then chaired by CM Bowser.\u00a0 In this role, he oversaw the billion-dollar real estate portfolios of DMPED and WMATA. Now as serving as Nelson Mullins lead\u00a0 lobbyist representing clients before city the government.\u00a0 He then crafts the business plan design to manage access that portfolio.\u00a0 \u00a0And then names the names.\u00a0 No wonder the Mayor wants Maryland and Virginia to stay out of DC&#8217;s Business. In the business proposal Mr. Hawkins crafted on behalf of CM Evans, he referenced\u00a0 Jon Bouker, Government Relations Partner at Arent Fox, as a partner.\u00a0 Mr. Bouker formerly worked as chief counsel and legislative director to Congresswoman Eleanor Holmes Norton.\u00a0 Mr. Bouker would have worked closely with both Mr. Hawkins and CM Evans on deals such as Soccer Stadium Development project which received close to $200M in public subsidy.\u00a0 CM Evan&#8217;s plan says, &#8220;hey, we can hook you up to&#8221;.\u00a0\u00a0 To quote the Hawkins\/Evans business plan. Overseeing all of this is the flattest political organization in the country. There are just 15 elected officials in the city: one mayor, 13 councilmembers, and one attorney general. A contract, bill, or regulation can go from idea to consummation in a matter of months.
