This is a clear example of a developer working the legislative system, emergency legislation, to sneak one past the Council and the community as the Summer recess approaches.<\/p>\n<p>At a joint council hearing on 6\/27\/18 the developer testified before Council that there was no true emergency as he was not even sure how the parcel would be used.   Left maybe as a green space or temporary parking. So why the emergency?<\/p>\n<p>In 2014 the developer included the publicly owned parcel in its PUD application for adjoining parcels owned by the developer to develop 105 luxury apartments at the IZ 8% affordability requirement.  The PUD and the inclusion the public parcel increasing the speculative value of the land. However, the disposition should require 30% affordability not 8%<\/p>\n<p>Unfortunately, ANC1A took the developer ingood faith and agreed to support the disposition in order to move the project forward.  Instead in 2016 the developer chose to continue its speculative approach to development on Georgia Avenue asked for an extension to its PUD in the site an additional 2 years.  This use of extensions to support speculation is no accident, they&#8217;ve gotten a 3rd extension on another project just across the street, continuing their approach of speculative of land banking.<\/p>\n<p>On 6\/27\/18 the developer testified they DID NOT intend to move forward with 105 unit project.  However, moving forward was a key condition for ANC1A supporting disposition, so ANC1A supports should be considered null and void.  Especially since the conditions have changed and the ANC has not voted with great weight since 2014.<\/p>\n<p>So why support a disposition for a project that the developer admits will not happen, when there is no tangible public interest in doing so?  Only political favoritism and killing the higher affordable housing requirement and killing ANC1A&#8217;s negotiated community benefits on a future project would be the outcome.<\/p>\n<p>I urge to you to call, email and write CM Nadeau, bnadeau@&#8230;,(202) 724-8181,   to stand for true affordable  housing, protect Georgia Avenue from modern day robber barons and the community by voting against (NO) when this false emergency, disposition scam come us tomorrow.  And urge her follow council members to do the same, vote Not. There is No Emergency.
