If the retail businesses across street at Hiighland Park (Five Guys, Pete&#8217;s, Lou&#8217;s Sports Bar &#038; etc.) have basically had the same deal for about 10 years, how could I not support IHOP and DCUSA getting over also.  But, there needs to be some additions to this particular Bill to achieve some level of fairness. (All Luxury Project tax abatements should be repealed)<\/p>\n<p>Bill Additions for Fairness &#038; Equity:<\/p>\n<p>1.  The Bill should adjust DCUSA&#8217;s property tax rate for any  vacant retail square footage up to the VACANT Property Tax rate.   The Bill should also be expanded to include in this provision Highland Park  and Park Place on Georgia Ave which have unfairly milked this scheme for years.    The normal commercial property tax rate is $1.85 per $100 of assessed, the Vacant rate is $5 per $100.   For retail spaces in these properties that have been vacant for more the 2 years, the blighted property tax rate of $10 per $100 should apply.<br \/>\n2.  Funds collected from the above vacant retail space tax penalties should then go into a retail equity fund to support these retail areas and get local businesses in these space.  (not administrated by DSLBD or DMPED)<br \/>\n3.  To further encourage DCUSA and Park Place to stop sitting on retail space, the city should begin, &#8220;Eminent Domain&#8221; or other legal action to turn over leasing management of these vacant retail to an third party administrator.<\/p>\n<p>If you really look at this from a bigger picture and historic perspective this abatement illustrates how really insane and counter-productive and corrupt all of this has been.<\/p>\n<p>1. DCUSA is a commercial condo project whose members are Target, a NY LLC and DC Government(Parking Garage).  Under this Bill NY LLC will get the tax abatement and pass it through a triple net lease to the IHOP franchisee and back to themselves.  DCUSA will raise the rent if it has not already to recoup the value of the abatement. This made help the franchisee deal with the crazy rents charged by DCUSA.<\/p>\n<p>2. The Crazy thing of course is that the city plans to increase taxes on commercial property taxes, retail\/food taxes to pay for Metro which will hurt retailers. And the budgets of patrons or IHOP basically the largest family oriented restaurant serving the most diverse clientele in the area. Highland Park and Park Place who benefit most from Metro being in place will be exempt, while Park Place sits on empty retail space. While cratering to the crowd that is most undermining Metro through the use of Car sharing services.<\/p>\n<p>3. Not only did the city fund the garage constructed for DCUSA, pays for management, DCUSA got a $1,029,000 transfer tax previously.<\/p>\n<p>4. DCUSA and Highland Park&#8217;s developer led the way in blocking the formation of a BID, which we all knew was required to maintain the overall public realm and retail environment.   Just compare our Public Realm area to that in Silver Spring. Those primarily responsible for the poor retail environment in our area are the NY LLC, Donatelli Development, Metro and our political apparatus, which rewarded these entities with free tax dollars for non-performance.<\/p>\n<p>5. Worst of course is other primary driver of our failing retail environment is the racial and class biased embedded in the government backed form of pay-to-play gentrification with has and still does operate in our Ward.<\/p>\n<p>An additional improvement to the Bill would be to look for ways to fund a broader retail tax reduction for small businesses in the Bill.<\/p>\n<p>I know our political and civic leadership will make excuses for why we can&#8217;t improve the Bill as I recommend nor offer more creative approaches.. However, &#8220;WE&#8221; should demand it or help them to get out of the way.<\/p>\n<p>So join me in demanding these changes.
