The hotel has a 342 job target, reduced from the original 765 target in the 2013 Budget Support Act.  There is a belief in some circles that the Line has not and will not meet the required 342 target and potentially loose the abatement. The question is so, what now? Will the Council or Mayor introduce and pass legislation designed to keep the abatement intact during this upcoming budget cycle?<\/p>\n<p>I would really love to hear publicly from CM Nadeau and the other declared Ward 1 Council candidates on this matter.  We will know the Mayor&#8217;s position in April when she releases the FY 2019 budget to Council as the abatement must be included to take effect in FY2019.  In would be interesting to hear who candidates feel should bear the &#8220;risks&#8221; of economic development projects Ward 1 residents or developers. It should be noted that if the abatement is not given, those funds are available for other Ward projects.<\/p>\n<p>The Washington Business Journal reports Deputy Mayor Kenner saying <<a href=\"https:\/\/www.bizjournals.com\/washington\/news\/2018\/01\/23\/no-link-between-imminent-d-c-shelter-closure-and.html?ana=e_me_set1&amp;s=newsletter&amp;ed=2018-01-23&amp;u=oSmDycT7fYztxKl8aVEQckJ2JXJ&amp;t=1516716625&amp;j=79580681\">www.bizjournals.com\/washington\/news\/2018\/01\/23\/no-link-between-imminent-d-c-shelter-closure-and.html?ana=e_me_set1&amp;s=newsletter&amp;ed=2018-01-23&amp;u=oSmDycT7fYztxKl8aVEQckJ2JXJ&amp;t=1516716625&amp;j=79580681<\/a>> there is no connection between the closing and demolition of the DC General Family Shelter before the Ward shelters are ready and the District being short-listed in the Amazon HQ2 headquarters search, although the DC General site along with a number of incentives including tax abatements <<a href=\"https:\/\/s3.amazonaws.com\/obviouslydc.com\/downloads\/AmazonHQ2_Proposal-obviouslydcPublic.pdf\">s3.amazonaws.com\/obviouslydc.com\/downloads\/AmazonHQ2_Proposal-obviouslydcPublic.pdf<\/a>> were proffered by the city.  I tend to think they should be a connected, given homeless families are being asked to bear the &#8220;risks&#8221;. But whether they are or not, If the District is unwilling to aggressively enforce conditions of the Hotel abatement, we are likely too weak to enforce the package conditions around employment with a powerhouse such as Amazon.<\/p>\n<p>Speaking of employment incentives and Amazon.  Amazon&#8217;s record around employment diversity is not that strong when it comes to Blacks <<a href=\"https:\/\/www.huffingtonpost.com\/2014\/11\/02\/amazon-diversity_n_6090528.html\">www.huffingtonpost.com\/2014\/11\/02\/amazon-diversity_n_6090528.html<\/a>> and Women <<a href=\"https:\/\/www.recode.net\/2017\/10\/21\/16512448\/amazon-gender-diversity-leadership-executives-jeff-bezos\">www.recode.net\/2017\/10\/21\/16512448\/amazon-gender-diversity-leadership-executives-jeff-bezos<\/a>>. Why would DC Government facing growing disparities between it&#8217;s Black and White residents <<a href=\"https:\/\/www.theatlantic.com\/business\/archive\/2016\/11\/racial-wealth-gap-dc\/508631\/\">www.theatlantic.com\/business\/archive\/2016\/11\/racial-wealth-gap-dc\/508631\/<\/a>> spend such time, energy and incentives landing a company with such a poor record in diversity hiring?<\/p>\n<p>The irony  of course is that if the District&#8217;s policies around housing and economic development were more racial equitable the city would be more attractive to growing companies like Amazon.  Less incentives if any would be needed. Our public policy is to make this city a home Amazon and a place of Temporary Shelters and hotels for our families.
