D.C. Mayor Fails to Publish Past Year's Affordable Housing Data; Annual Housing Report Required by Law

Washington, DC — The DC Mayor is legally required to publish DC’s annual “affordability” report on the Department of Housing and Community Development (DHCD) website

This year’s affordability report is now five months overdue.

Since July, staff from the DC Council Committee on Housing have been pressing DHCD for this year's affordability report’s release, but to date, no timeline or otherwise response as to why it's delayed has been provided.

The annual affordability report is a critical public document as it includes:

  • The number of “affordable” Inclusionary Zoning (IZ) units built in the past year and since the program’s inception.
  • The current Area Median Income (AMI) or functionally equivalent Median Family Income (MFI), which is used to determine eligibility for all DC affordable housing programs.

As of April 2024, DC’s AMI for a family of four was $154,700 (DHCD website).

AMI/MFI directly dictates who qualifies for affordable housing and what level of affordability developers must provide. 

Late last year, the independent DC Auditor released a comprehensive evaluation of the IZ program, revealing statistics showing the 15-year-old program is failing to address the city’s affordability crisis—and may even be worsening it.
