color: red;\">Developers\u2019 Wish List Act<\/span><\/i><\/b><u><\/u><u><\/u><\/p>\n<p class=\"MsoNormal\">February 6, 2018 &#8212; Mayor Muriel Bowser has submitted legislation to the DC City Council to amend the Framework Element of the DC Comprehensive Plan, the city\u2019s most important land use law.\u00a0 The bill strips citizens and their elected Advisory Neighborhood Commissions (ANCs) from effectively challenging development projects in court.\u00a0 The DC City Council will hold a hearing on <i>B22-0663 Comprehensive Plan Framework Amendment Act of 2018<\/i>, a.k.a. <b><i>The Developer\u2019s Wish List Act<\/i><\/b>, on<b><i> <\/i><\/b>March 20, 2018 at 2:00 PM at City Hall.\u00a0 (See <a href=\"http:\/\/lims.dccouncil.us\/Download\/39567\/B22-0663-Introduction.pdf\" target=\"_blank\" rel=\"noopener\"> http:\/\/lims.dccouncil.us\/<wbr \/>Download\/39567\/B22-0663-<wbr \/>Introduction.pdf<\/a>)<u><\/u><u><\/u><\/p>\n<p class=\"MsoNormal\">\u201cThe Mayor\u2019s legislation is purposely vague and removes both the predictability and clarity about authorized future development citywide that residents must have to make informed decisions.\u00a0 These radical alterations to the Plan\u2019s legally binding Framework Element are a developer\u2019s dream and will be a resident\u2019s worst nightmare,\u201d said Stephen Hansen, Chair of the Committee of 100.\u00a0 <u><\/u><u><\/u><\/p>\n<p class=\"MsoNormal\"><em><strong>The Mayor\u2019s bill would:<\/strong> <\/em><u><\/u><u><\/u><\/p>\n<ol style=\"margin-top: 0in;\" start=\"1\" type=\"1\">\n<li class=\"m_5109304131328154086MsoNormalCxSpMiddle\"><u><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\">Permit more density and greater commercial development in residential neighborhoods.<\/span><\/u><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\"> Current definitions of building height and allowable density would be changed to permit unpredictable higher height and density.\u00a0 For example, new limits for moderate density would equal the current higher medium density limits; and the new medium density would equal current high-density.<\/span><u><\/u><u><\/u><\/li>\n<li class=\"m_5109304131328154086MsoNormalCxSpMiddle\"><u><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\">Replace <i> definitions<\/i> in the current Plan with fuzzy <i>descriptions<\/i><\/span><\/u><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\"> and loose terms that developers and the ZC could interpret freely.\u00a0 The phrase \u201c<b>not exclusively\u201d<\/b> appears throughout the definitions and renders them virtually meaningless. <\/span><u><\/u><u><\/u><\/li>\n<li class=\"m_5109304131328154086MsoNormalCxSpMiddle\"><u><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\">The Generalized Policy Map and the Future Land Use Map (FLUM) would no longer provide the predictability or clarity that residents rely on and need to make decisions.\u00a0 <\/span><\/u><u><\/u><u><\/u><\/li>\n<\/ol>\n<ul style=\"margin-top: 0in;\" type=\"disc\">\n<li class=\"m_5109304131328154086MsoNormalCxSpMiddle\" style=\"margin-left: 0in;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\">Zones for each land use category are for <b>\u201cbroad guidelines\u201d \u2026 \u201cnot intended to be strictly followed\u201d<\/b> and are <b>\u201cintended to be \u2018soft edged.\u2019\u201d<\/b><\/span><u><\/u><u><\/u><\/li>\n<li class=\"m_5109304131328154086MsoNormalCxSpMiddle\" style=\"margin-left: 0in;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman',serif;\">\u201c\u2026boundaries on the map are <b>generalized and are<\/b> to be interpreted in concert with other sources, as well as the\u2026<b>context<\/b> of each location shown.\u201d\u00a0 <\/span><u><\/u><u><\/u><\/li>\n<li class=\"m_5109304131328154086MsoNormalCxSpLast\" style=\"margin-left: 0in;\"><b><span style=\"font-size: 12.0pt;
