DECAA Applauds Mendelson on Comp Plan Delay<\/span><\/b><\/span><\/span><\/p>\n

The Dupont<\/span> East Civic Action Association (DECAA) applauds Council Chair\u00a0<\/span>Phil Mendelson\u2019s<\/span> announcement\u00a0<\/span>yesterday\u00a0<\/span>that the Council vote on the Comp Plan will be next year, when the new Council will take office. This will give time for<\/span>\u00a0<\/span>individuals<\/span>, civic and neighborhood associations, ANCs and others to dig into and\u00a0<\/span>understand\u00a0<\/span>the Plan\u00a0<\/span>and\u00a0<\/span>work with the Council to improve this comp<\/span>lex<\/span>,\u00a0<\/span>far-reaching legislation.<\/span><\/span><\/span><\/p>\n

\u00a0<\/span><\/span><\/p>\n

Ma<\/span>yor Bowser, acting through her Office of Planning,\u00a0<\/span>submitted a<\/span> <\/span>1,500-page<\/span>\u00a0proposal\u00a0<\/span>to the Council in April and has been saying a delay and will stymie\u00a0<\/span>her\u00a0<\/span>ability to meet\u00a0<\/span>her\u00a0<\/span>ambitious affordable housing goals.\u00a0Today, In answer to a question from Mark Segraves of NBC4. \u201cWill the DC Council pass the Comp Plan this year?\u201d Chair Mendelson replied, \u201cGiven the Council schedule, it\u2019s unlikely.\u201d<\/span><\/span><\/span><\/p>\n

\u00a0<\/span><\/span><\/p>\n

With both officials seated at the same table for\u00a0<\/span>yesterday's press conference, Mendelson<\/span> noted plans for a public hearing November 12-13 that is expected to be quite lengthy and that the public health emergency had disrupted the legislative schedule.<\/span><\/span><\/p>\n

\u00a0<\/span><\/span><\/p>\n

Pressed for her reaction, Mayor Bowser made clear she hopes for passage this year. <\/span>\u201cI certainly would like to talk to the Chairman about it,\u201d she said. \u201cWe will have more conversations.\u201d<\/span><\/span><\/p>\n

\u00a0<\/span><\/span><\/p>\n

“I think that if we see at the hearing that there's no controversy around it, that it might be possible,” Mendelson said of a quick markup and vote. But he later seemed to dismiss the likelihood of that kind of consensus, noting that groups such as the Committee of 100 on the Federal City have urged the council to return the draft plan for further work<\/span>, taking into account the pandemic and\u00a0a\u00a0new\u00a0trend of\u00a0population\u00a0loss\u00a0in the city. However, he dismissed that idea, saying, \u201cWe\u2019re not going to do that.\u201d<\/span><\/span><\/p>\n

On Monday evening, the membership of the Dupont East Civic Action Association determined to prepare testimony for the November hearing and to seek further community engagement at the Ward 2 level with Councilmember Brooke Pinto in advance of the hearing.<\/span><\/span><\/p>\n
