If so, the City\u2019s p<\/span><span style=\"font-family:Arial,sans-serif\">lans to develop the 25-acre site without proper testing and if appropriate, containment and clean-up, would pose\u00a0severe health hazards\u00a0to neighbors and the many others dependent on the nearby city reservoir.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0in 0in 12pt;line-height:22px;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial;font-size:11pt;font-family:Calibri,sans-serif\"><span style=\"font-family:Arial,sans-serif\">\u201cThis is an environmental justice issue,\u201d said Bloomingdale resident Melissa Peffers,\u00a0<\/span><span style=\"font-family:Arial,sans-serif;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial\">whose Freedom of Information Act request\u00a0response did not include the\u00a0asbestos-related information she was seeking.<\/span><span style=\"font-family:Arial,sans-serif\">\u00a0\u201cDC\u2019s Department of Energy and Environment (DOEE) told me there exists a Phase II Environmental Site Assessment dated November 4, 2013 and a Certificate of Analysis Report dated August 30, 2019, but they couldn\u2019t give them to me directly.\u201d<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0in 0in 12pt;line-height:22px;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial;font-size:11pt;font-family:Calibri,sans-serif\"><span style=\"font-family:Arial,sans-serif\">\u201cI\u2019m joining with other concerned residents to ask that our elected Council representative use his authority to investigate this situation and release these records. The community continues to have air pollution concerns. Demolition will definitely bring not only concerns about asbestos if it\u2019s in the concrete but also dust, diesel pollution and other pollution like noise to our neighborhood when we already have the highest ozone pollution reading in the city,\u201d she said.\u00a0 A meeting with Councilman McDuffie is being sought.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0in 0in 12pt;line-height:22px;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial;font-size:11pt;font-family:Calibri,sans-serif\"><span style=\"font-family:Arial,sans-serif\">Recent\u00a0<\/span><a href=\"https:\/\/bit.ly\/3fnKvOV\" target=\"_blank\" style=\"color:rgb(5,99,193)\" rel=\"noopener noreferrer\"><span style=\"font-family:Arial,sans-serif\">court t<\/span><span style=\"font-family:Arial,sans-serif\">estimony<\/span><\/a><span style=\"font-family:Arial,sans-serif\">\u00a0<\/span><span style=\"font-family:Arial,sans-serif\">by Charles Lockett, retired from the U.S. Naval Facilities Engineering Command in Washington, DC, to the DC Office of Administrative Hearings indicated the likelihood that McMillan Park was built with asbestos.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0in 0in 8pt;line-height:22px;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial;font-size:11pt;font-family:Calibri,sans-serif\"><span style=\"font-family:Arial,sans-serif\">\u201cGiven the era of construction in the early 1900s [when McMillan Park was built], it is likely the concrete was woven with asbestos as it was applied. Tests must be conducted and shared with the community to avoid any impacts to the health and well-being of the surrounding community. If the project to demolish this site almost entirely were to proceed, there will be significant dust made airborne, perhaps with asbestos fibers,\u201d said Lockett, who lives in Ward 5.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin:0in 0in 0.0001pt;line-height:22px;background-image:initial;background-position:initial;background-size:initial;background-repeat:initial;background-origin:initial;background-clip:initial;font-size:11pt;font-family:Calibri,sans-serif\"><span style=\"font-family:Arial,sans-serif\">McMillan Park, located at North Capitol Street NW, and Michigan Avenue NW, is a locally protected and nationally recognized historic landmark on the DC Inventory of Historic Sites and the National Register of Historic Places.
