That advocacy has centered on  measures needed to stop the displacement of Black and brown DC residents, require the building of low-income housing, and promote community-led equitable development.<\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif;color:#333333\"><u><\/u><u><\/u><\/span><\/p>\n<\/p><\/div>\n<\/p><\/div>\n<div>\n<p class=\"MsoNormal\"><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif;color:#333333\"><u><\/u>\u00a0<u><\/u><\/span><\/p>\n<\/p><\/div>\n<div>\n<p class=\"MsoNormal\"><span style=\"font-size:12.0pt;color:#333333\">Coalition leaders will discuss whether or not the proposed changes to the Comprehensive Plan will advance the following goals: <\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif;color:#333333\"><u><\/u><u><\/u><\/span><\/p>\n<\/p><\/div>\n<div>\n<ul type=\"disc\">\n<li class=\"MsoNormal\" style=\"color:#333333\"> <span style=\"font-size:12.0pt\">stop the displacement of Black and brown residents, over 40,0000 of whom were displaced between 2000-2010 alone<\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif\"><u><\/u><u><\/u><\/span><\/li>\n<li class=\"MsoNormal\" style=\"color:#333333\"> <span style=\"font-size:12.0pt\">increase the development of housing that is affordable to low income residents (30% AMI and below)<\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif\"><u><\/u><u><\/u><\/span><\/li>\n<li class=\"MsoNormal\" style=\"color:#333333\"> <span style=\"font-size:12.0pt\">utilize non-market based strategies to achieve affordable housing goals<\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif\"><u><\/u><u><\/u><\/span><\/li>\n<li class=\"MsoNormal\" style=\"color:#333333;margin-bottom:14.0pt\"> <span style=\"font-size:12.0pt\">create opportunities for resident-led equitable development<\/span><span style=\"font-size:14.0pt;font-family:\"Helvetica\",sans-serif\"><u><\/u><u><\/u><\/span><\/li>\n<\/ul><\/div>\n<p class=\"MsoNormal\"><span><span style=\"font-size:12.0pt;color:#333333\">Starting with the Mayor\u2019s proposed <\/span><\/span><span><span style=\"font-size:12.0pt\">c<span style=\"color:#333333\">hanges<\/span> to the over 1,000-page document<span style=\"color:#333333\">, the Comp Plan has been vigorously debated in marathon Council hearings and with  councilmembers.\u00a0 The draft comes up for Council markup on Tuesday, April 20, and <\/span>an expected <span style=\"color:#333333\">first reading Tuesday, May 4.\u00a0 The\u00a0Comprehensive Plan guides the city&#39;s development and sets policies that must be followed by the Zoning Commission when it approves development projects.
