DC Grassroots Planning Coalition (DCGPC<\/a>) emphasizes needed changes to the #DCCOMPPLAN before any final vote is taken.<\/p>\n

The DCGPC is asking supporters to write and call the City Council to support these last key planning issues to stop the further racial inequity in growth and the displacement of more Black and Brown families from the city.<\/font><\/div>\n

Comprehensive Plan Update:
\nWhere we Stand<\/b><\/span><\/font><\/p>\n

The DC Grassroots Planning Coalition
\nis urging action between now and the final vote on the Comp Plan –
\nwhich may be as soon as May 18.<\/span><\/p>\n

The Council must make changes to
\nensure the document paves the way for racially equitable,
\ncommunity-led development that supports DC\u2019s lowest income, Black and
\nbrown residents.<\/span><\/p>\n

While there have been many
\nimprovements made over the Mayor's original proposal would, the Plan
\nstill would “exacerbate racial inequities”\u00a0<\/i>according to the
\nCouncil Office on Racial Equity Racial Equity Assessment. The Plan
\nfalls short on measures that will alter the power, processes, and
\npolicies necessary to advance racial equity in a meaningful
\nway.<\/span><\/p>\n

CHANGES NEEDED BEFORE
\nFINAL PASSAGE: <\/u><\/b><\/span><\/font><\/p>\n<\/div>\n

  1. Redefine<\/b>
    \naffordable housing in terms of DC's median income (not the whole DMV),
    \nand set production goals – both in family size units<\/b>
    \nand deep affordability levels<\/b> – to meet the needs of
    \nDC's Black families (30-40% AMI). Require all<\/b> new
    \nhousing built on public land be affordable. <\/p>\n

  2. Reject the Mayor's upFLUMing & Create a
    \nCommunity-Led Equitable Development<\/b>, by capturing additional tax
    \nrevenue from newly developed areas, and invest in strategies to
    \nbuild resident's capacity<\/b>, especially in public and
    \nlow-income housing redevelopments, to have an equity
    \npartner<\/b> stake in development through land and business
    \nownership.<\/p>\n

    <\/span><\/li>\n

  3. \nRequire<\/b> binding
    \nand enforceable development and community benefit agreements to hold
    \ndevelopers\/city accountable<\/b> and protect
    \nresidents' rights<\/b>, even when projects don't require a PUD,
    \nespecially when public land or subsidy are involved or when low-income
    \nresidents may be displaced. This is critical for communities like
    \nBarry Farm and Park Morton.<\/span><\/li>\n<\/ol>\n

    CALL THE COUNCIL! Please call
    \nChairman Mendelson, the At-Large Councilmembers (Elissa Silverman,
    \nAnita Bonds, Robert White and Christina Henderson) and your Ward
    \nCouncilmember using the Council Switchboard – (202) 724-8000 and ask
    \nthem to support these priorities before final
    \npassage.<\/b><\/span><\/font><\/p>\n

    \nit is clear that the Comprehensive Plan does not go far enough to
    \naddress racial equity. Please support the recommendations of the DC
    \nGrassroots Planning Coalition to strengthen the Comp Plan before final
    \npassage \u2013 particularly: prioritize the development of housing
    \naffordable to low income people, mandate the prevention of
    \ndisplacement, and create new opportunities for resident led equitable
    \ndevelopment, especially in public housing. I urge you to introduce
    \namendments to support these goals\u201d<\/span><\/p>\n
