{"id":88,"date":"2015-10-26T03:58:06","date_gmt":"2015-10-26T03:58:06","guid":{"rendered":"http:\/\/www.dcfeedback.com\/fit2print\/?p=88"},"modified":"2017-03-29T06:12:58","modified_gmt":"2017-03-29T06:12:58","slug":"88","status":"publish","type":"post","link":"http:\/\/www.dcfeedback.com\/fit2print\/dc\/citywide\/88","title":{"rendered":"DC Auditor Calls for New Competition for McMillan Developer"},"content":{"rendered":"<h5><strong>Friends of McMillan Park<\/strong><br \/>\nFor Release: Monday, October 26, 2015<br \/>\nContact: Erin Fairbanks, erinwhite@yahoo.com, @czarinamaude<\/h5>\n<p>&nbsp;<\/p>\n<h1>DC Auditor Calls for New Competition for McMillan Developer<\/h1>\n<p>In an October 19 <a href=\"http:\/\/savemcmillan.org\/docs\/2015_07_10_mcm_dc_auditor_letter_to_dmped.pdf\" target=\"_blank\">letter to Council Chairman Phil Mendelson<\/a>, District of Columbia Auditor Kathy Patterson discussed the expanding role the master developer, Vision McMillan Partners (VMP) has had in the planning for the development of the 25-acre McMillan site.<\/p>\n<blockquote><p>The Auditor concludes that while VMP was originally chosen competitively in 2007 to be the \u201cthe land development team,\u201d its role has grown to such an extent that a \u201ca new competitive process\u201d is called for.<\/p>\n<p>VMP\u2019s responsibilities have expanded to include \u201caccountability for project completion\u2026from inception to vertical completion [and] the full burden [for] the private financing\u201d as well being granted exclusive development rights for specific McMillan parcels. These material changes \u201cwarrant a new competitive process,\u201d according to the Auditor.<\/p><\/blockquote>\n<table align=\"left\"  width=\"0\">\n<tr width=\"0\">\n<td><img decoding=\"async\" src=\"https:\/\/pbs.twimg.com\/profile_images\/457356737670938624\/QZYC_d-2_normal.jpeg\" border=\"1\" hspace=\"25\" vspace=\"10\" align=\"left\"><\/td>\n<\/tr>\n<tr>\n<td>\nLadduwahetty\n<\/td>\n<\/tr>\n<\/table>\n<p>&#8220;Thank you, Auditor Patterson, for confirming what more than 7,500 of us have said for years &#8212; that DMPED has not followed the law in the McMillan project,\u201d said Keshini Ladduwahetty, a longtime McMillan Park advocate who asked the Auditor to investigate the VMP role. <\/p>\n<p>\u201cDMPED has given VMP sole rights to development without a proper bidding process, and they have used taxpayer money to pay pre-development costs that include PR services to create a fake, astro-turf support for the project. Given the Auditor&#8217;s findings, passing this resolution is tantamount to the Council accepting full responsibility for a development project that is riddled with irregularities. The Council has an opportunity to start afresh on McMillan and do it right this time.&#8221;<\/p>\n<p>Ladduwahetty is referring to VMP and its partners, including the billion dollar Trammell Crow Co., being paid $78 million for lawyers, site preparation, preservation and amenities according to The New York Times. The payment to the PR firm, Fontaine &amp; Company of Baltimore, was sharply criticized by several councilmembers when it was brought to light at a Council hearing.<\/p>\n<p>Monday&#8217;s Council hearing (9:30 am, room 120) is just one of several upcoming deliberations on various aspects of the VMP plan for McMillan. On Tuesday, November 3, 9:30 am, the DC Court of Appeals will hear oral arguments on the Council\u2019s withholding of McMillan-related documents requested under FOIA from Councilmember Kenyan McDuffie. The Court has not yet scheduled arguments on the appeal of the Zoning Commission approval.
